Title:  Senior Architect Technical Manager

Job ID:  22256
Location:

Digital Hub, SG

Description:

Solution Architect/Technical Senior Manager

Join our forward-thinking team at ST Engineering Urban Solutions Ltd. within our Digital Platforms division. This role is crucial in shaping the future of smart, sustainable utilities, combining advanced architectural expertise with strategic business analysis to deliver innovative digital solutions that enhance urban living.

About Us

As a core business unit within ST Engineering URS, the Digital Platforms Department specializes in pioneering Smart City Management & IoT solutions. Our innovation is driven by AGIL CityAI—our flagship, AI-powered City Management System engineered to transform urban landscapes into highly intelligent ecosystems. Because our technologies impact critical infrastructure on a truly global stage, the challenges we face are both complex and dynamic. To meet these demands, we look for resilient, sharp-minded innovators who can think on their feet, tackle unpredictable challenges head-on, and bring immediate value to the team when the stakes are highest.

About the Role

As the Solution Architect & Technical Senior Manager, you will take dual ownership of the overarching technical architecture and engineering execution for our flagship platform, AGIL CityAI. This high-visibility role combines deep technical mastery with strong managerial leadership, positioning you as the ultimate authority on how complex external Internet of Things (IoT), Information Technology (IT), and Operational Technology (OT) infrastructures are processed, managed, and scaled directly within our unified web and mobile application engines.

Because building global-scale smart cities requires massive ecosystem orchestration, this is a front-facing leadership position. You will act as the premier technical authority representing our department—navigating complex client landscapes, championing enterprise application architectures across web and mobile platforms before client-side engineering executives to secure formal design approvals, and aligning third-party capabilities with core platform objectives. Leading a high-performing engineering team through all phases of delivery, you must think on your feet, thrive under pressure, and translate unpredictable real-world engineering constraints into resilient, workflow-driven urban intelligence solutions.

Key Responsibilities

  • Architectural Governance & Innovation: Own the technical blueprint, application integrity, and continuous innovation of the core AGIL CityAI system, including its cross-platform web and mobile applications and modular microservices ecosystem.
  • System Design & Capability Mapping: Oversee the translation of diverse IoT, IT, and operational workflows into real-time analytical and operational capabilities within the unified AGIL CityAI engine.
  • Technical Team Management: Lead, mentor, and resource a multi-disciplinary team of software architects, mobile developers, and full-stack engineering leads, driving high coding standards, agile delivery, and optimal system performance.
  • Customer & Stakeholder Alignment: Lead high-level technical consultations with client-side enterprise architects and executives to justify system architecture choices, secure engineering sign-offs, and define data-utilization paradigms.
  • Vendor Capability Management: Drive alignment with existing system maintenance vendors, auditing their application frameworks and API scopes to establish clean data exchange structures with AGIL CityAI.
  • Design & Roadmap Documentation: Formulate, review, and maintain high-level design (HLD) architecture diagrams, component specifications, and comprehensive data-flow maps.
  • System and Functional Testing Oversight: Strategize, govern, and validate rigorous system-level, end-to-end (E2E), and user acceptance testing (UAT) frameworks across web and mobile deployments alongside clients, vendors, and internal ST Engineering project delivery teams.
  • Global Mobility & Deployment: Travel and undertake short to mid-term overseas deployments as required to directly lead and support international system rollouts and client site commissioning.

Qualifications and Experience

  • Experience & Core Enterprise Expertise:
    • [e.g., 8-12] years of professional experience in enterprise software architecture, core backend engineering, or distributed application development.
    • At least [e.g., 3] years in a technical management or software engineering leadership capacity.
    • Strong technical and software architecture skills with a proven track record in end-to-end application mapping.
    • Proven experience designing real-time command & control systems that seamlessly unify urban planning, operations monitoring, real-time incident detection, automated incident management workflows, and performance reporting into a single, cohesive engine.
    • Deep experience in the architectural implementation of microservice-based command & control solutions.
  • Specialized Domains:
    • Highly proficient in AI-related technologies (supporting advanced predictive urban operations).
    • Highly proficient in GIS technologies for spatial analysis and geographic visualization.
    • Practical understanding or experience in mobile application development frameworks (e.g., React Native, Flutter, Swift, or Kotlin) to drive real-time operational alerts and field-engineer workflows.
    • Professional exposure or proficiency in 3D solutions is a strong asset / good to have.
  • Methodologies & Modern Delivery:
    • Highly familiar with Agile methodologies & tools (e.g., Scrum, Kanban, Jira, Confluence) to govern sprint planning and execution.
    • Highly familiar with utilizing DevOps tools and continuous integration/continuous deployment pipelines (CI/CD frameworks) to streamline release cycles across web and mobile environments.
  • Core Technical Stack: Deep architectural and hands-on experience with modern full-stack web environments (JavaScript, AngularJS, ReactJS, Node.js).
  • Infrastructure & Orchestration: Proven experience designing and managing cloud-native production environments utilizing Kubernetes.
  • Distributed Messaging & Enterprise Middleware: Advanced mastery of high-throughput messaging systems (e.g., Kafka, JMS, AMQP) and event-driven architectures.
  • Data Integration & Protocol Frameworks: Broad understanding of data exchange and communication structures across IT, IoT, and OT layers (e.g., MQTT, CoAP, HTTP/HTTPS, WebSockets, Modbus, BACnet, OPC UA).
  • Databases: Expert knowledge of enterprise-grade relational and non-relational database design and optimization using MSSQL and Postgres.
  • Soft Skills: Outstanding engineering leadership, decisive crisis-management and problem-solving skills under high pressure, advanced stakeholder negotiation, and exceptional cross-functional communication.
