Position Overview
The Competency Manager develops, implements, and manages the engineering competency framework at ST Engineering. This role collaborates with HR, business leaders, engineering experts, and training providers to align employee competency development with business objectives through targeted programs and initiatives. Reports to the Head of Competency Office.
Key Responsibilities
- Develop and Implement Competency Framework: Guides business leaders and engineering domain experts in the development, maintenance and management of a comprehensive engineering competency framework that aligns with organizational goals and industry standards.
- Competency Assessment: Conduct audits to ensure competency assessments are performed in accordance with established guidelines. Ensures accurate evaluations of employees’ competencies and identify areas for process improvement.
- Project Management: Manage competency-related projects and initiatives, ensuring timely delivery and alignment with business objectives. Coordinate with cross-functional teams to achieve projected goals.
- Policies & Process Development: Work closely with HR COEs, business leaders and technical domain experts to incorporate competency framework into both new and existing HR frameworks, policies & processes. Coordinate with relevant stakeholders to ensure successful implementation of the new policies and processes.
- Competency Development: Identify training needs and develop training initiatives to address gaps in strategic competency. Collaborate with Learning COE, training providers (both internal and external), government agencies and institute of higher learning to deliver impactful learning interventions.
- Reporting and Analytics: Generate reports and analyze data to measure the effectiveness of competency development initiatives and programmes. Provide management with insights into the organization’s competency landscape and recommend actions to achieve organizational goals.
Required Competencies/Skills
- Project Management: Project management skills, including planning, execution, and monitoring of projects and initiatives. Ability to manage cross functional teams across multiple projects and initiatives simultaneously.
- Stakeholder Management: Ability to identify, analyse, manage and balance stakeholder needs from diverse business units and industries.
- Communication: Good verbal and written communication skills. Ability to present complex information clearly and concisely.
- Analytical Skills: Strong analytical and problem-solving skills. Ability to apply data analytic methodologies, tools and visualization techniques to enable data driven decision making.
- Collaboration: Ability to work effectively with cross-functional teams and achieve results through influence and consensus building.
- Engineering and Industry Knowledge: Familiarity with engineering principles, processes and practices for one or more industry in ST Engineering’s business portfolio. Ability to use these engineering knowhows to guide business leaders and engineering domain experts in the development, maintenance and management of the competency framework.
- Change Management: Ability to support/assist the management in organizational changes, ensuring a smooth transition while minimizing resistance and maximizing employee’s engagement.
- Knowledge of HR Practices: Understanding of human resources practices, such as recruitment, performance management, talent management or employee development will be advantageous.
Qualification and Experience
- Qualification: A good bachelor's degree, preferably in Engineering or Human Resource Management.
- Experience: 3-5 years of experience in Engineering, MRO, Organizational Development, Competency Management, Organizational Development, Learning and Development, or related field(s).
